Take a cotton ball and douse with rubbing alcohol.  Add 2-3 drops of tropical blue re-inker and smear back and forth over glossy card stock.  This created the water effect. 

When dry, stamp otters and saying in black.  Punch corners and frame onto blue polish stone background.
